Lloyd B. Osafo
Founder, President, Chief Executive Officer and Chief Technology Officer
As Founder, President, CEO and CTO of 2 Twelve Solutions, Lloyd Osafo is responsible for all company operations, setting strategic direction and is active in all phases of client execution and implementation strategies. Lloyd combines extensive military and civilian experience to lead and provide the moral compass and guidance to 2 Twelve.
Prior to founding 2 Twelve, Lloyd spent several years as a subject matter expert and consultant with Booz Allen Hamilton where he provided thought leadership, Systems Engineering, Project management and expertise in multiple high value client engagements.
Prior to his work at Booz Allen Hamilton, Lloyd earned respect as a dynamic leader serving as an Armor/Cavalry Officer in both Armor and Mechanized Infantry Battalions where he deployed for two combat tours. His military decoration includes Bronze Star, Meritorious Service Medal (MSM), Combat Action Badge, Valorous Unit Award, and Navy Unit Citation.
Lloyd earned a Bachelor of Science degree in Nuclear Engineering and Engineering Psychology from the United States Military Academy at West Point. Lloyd holds a Master’s Degree in Systems Engineering from the Whiting School of Engineering at Johns Hopkins University.
He holds a graduate certificate in Analytics from the Kelley School of Business at Indiana University Bloomington. Lloyd also holds several certifications, including the International Council on Systems Engineering (INCOSE) Certified Systems Engineering Professional (CSEP), Certified Project Management Professional (PMP), IT Infrastructure Library (ITIL v.3), and Scrum Master Certification (SMC).
Some of Lloyd’s other accomplishments include his selection as a Two Time Division 1 Regional All American, Two time High school All-American and a high school Hall of Famer in soccer.
Executive Chairman and Principal Advisor
Frank-Charles Osafo is a veteran Information Technology, Data Scientist Entrepreneur, and Business executive with over 25 years of hands-on experience. Frank’s subject matter expertise spans Systems Engineering, design, architecture of Software, Infrastructure, large scale databases, data modeling and analysis. His expertise and innovation has led to the creation of three companies which have pioneered fields such as distributed systems development & deployment, service-oriented architectures, cloud computing, information security and core Internet strategies.
Prior to joining 2 Twelve as the Principal Advisor to the President, Frank-Charles Osafo co-founded and was the Executive Vice President, and Chief Technology Officer of Patrina Corporation, headquartered at Two Wall Street since 1993. As a pioneer in cloud computing, Frank-Charles founded, architected and implemented Vericloud, which is the Driving Technology Force behind 2 Twelve. Frank was also the founder and President of Oxicron Systems Corporations, which specialized in the development of Enterprise Resource Planning (ERP), Data Analysis software and provided Decision Support Consulting services to the consumer packaged goods industry. Oxicron was the first of its kind and a leading provider of pc-based analytic expert systems and resource planning systems to the Consumer Packaged Goods Industry. Some of Oxicron clients included Philip Morris, Colgate Palmolive and Nabisco.
Frank holds a master’s degree from Harvard University in Information Technology, as well as a bachelor’s and master’s degree from the University of Illinois where he served as an adjunct professor of Systems Engineering. Frank was a key panelist on the plenary session in the first ever IGF (Internet Governance Forum) worldwide event on Cloud Computing. He was also a presenter on the first workshop on Cloud Computing for African Network Operators Group (AFNOG). Frank is a member of the Harvard (HAA) Company Founders SIG (Special Interest Group).
Senior Systems Engineer
Doug Fraser provides the operational and analytic rigor for 2 Twelve Solutions on engineering efforts pertaining to consulting services and product development that includes applications development, network design and cloud infrastructure builds. He is also a SME in Artificial Intelligence and machine learning algorithms that power 2 Twelve’s analytics capabilities.
Prior to joining 2 Twelve Solutions, Doug worked at Booz Allen Hamilton where he provided program management, Systems Engineering, requirements development, and decision support analysis models to DoD client’s. He supported major Government programs providing systems engineering rigor, strategic planning, policy analysis, intellectual property strategy, and expertise in acquisition and lifecycle management, leading the PMO successfully through technology transitions.
Doug holds a Bachelor of Science from the United States Military Academy at West point as well as a Masters in Systems Engineering from the University of Virginia. He is well-versed in leading market research, engineering, risk modeling, data science, and trade study analyses. He has developed decision support tools with a strong systems engineering functional expertise, project management, military leadership, and interpersonal skills. These have provided outstanding results for his clients and allowed for the successful delivery of projects within cost, schedule and performance.
Doug also combines successful military service to include combat tours in Iraq. He is Ranger, Sapper, Air Assault, Airborne, and Scuba qualified, graduated Northern Warfare School, and was a demolitions instructor.
Director of Strategic Relationship
As Director of Strategic relationships, Vince is directly responsible for portfolio management and client execution and quality delivery. Vince leads 2 Twelve’s business development strategies by blending his extensive commercial banking experience with the federal sector. He provides strategies and implementation advisory in Information security, Governance, and Risk Compliance (GRC), and Cyber security.
Prior to joining 2 Twelve, Vince was a Senior Governance Risk & Compliance consultant supporting major financial and banking institutions. Vince served as a Security Program Manager, managing the commercial and Federal Information Security portfolios. Additionally, Vince managed projects in the following domains: Information Security Operations, Access & Identity Management, Cyber Security, and Governance Risk and Compliance.
Vince holds a Bachelor of Science in Systems Engineering and American Legal System from the United States Military Academy at West Point. He has extensive experience in Information Security, infrastructure operations, IT risk management, business process design/redesign, application development, big data, and Systems Engineering. He currently holds certifications for: ISACA’s COBIT 5, Comp Tia’s Security +, Information Technology Infrastructure Library (ITIL v3), Certified Scrum Professional, Certified Scrum Product Owner, Certified Scrum Master, & PMP certified Project Manager. s
William Edwards, PHD
Senior Advisor and Consultant
Dr. Bill Edwards is a retired Navy Captain and research cryptographer. The contributions of Bill’s research focuses on the broader development f the trusted identity ecosystem using disruptive technologies. Bill’s skill sets encompass a wide diversity of technologies with deep expertise across many disciplines, including advanced materials, mathematics, computer engineering, photonics, quantum physics, nanotechnology, vision, business analysis, public speaking, and technical writing. Bill is uniquely qualified to provide innovation and strong leadership working with DOD, MilDeps, scientists, product marketing, corporate business, and engineers engaged in research & development in these fields throughout the Federal Government and Academic Institutions.
Bill is a graduate of the United States Naval Academy and holds a Doctorate degree in Engineering Physics from the California Institute of Technology. It is all about supporting the Warfighter in his mind. Bill’s main focus is conducting research and prototyping of Federal cryptographic systems used in RF networks, electronic payment systems, tactical cyber and digital content protection platforms.
